You're correct - Watermarks are treated somewhat differently in Word 2016. As Rich confirmed, the Format Picture Task Pane doesn't appear, nor does a contextual tab. The settings you're looking for, though, can be found on the Layout tab. In direct response to the setting you asked about, on that tab click either the Position button or the Wrap Text button, then select More Layout Options. However, in most cases Lock Anchor is superfluous for watermarks or any graphic objects in the Header. It does nothing to 'lock' the position of the image. All floating images in a Word document are anchored to a paragraph. The watermark image is anchored to the only paragraph contained in the Header, so the anchor cannot be moved to a different paragraph unless you create more paragraphs in the Header. IOW, the watermark isn't going to move unless you move it & you can move it regardless of whether that box is checked. That format makes Word 2008 compatible with the latest version of Word for Windows. Unfortunately, those documents can’t be opened in older versions of Word without the downloadable.docx. A watermark is just an image or text inserted into the Header layers of a document, so all you need to do is open the Header by double clicking in the Header space or selecting Header and Footer from the View Menu. Then use Insert > Picture to get your image in. Next, you'll want to right click on the image and select Wrapping Text with a Behind Text setting. From the same 'right click' menu, Format Picture brings up a sidebar and you apply a transparency setting for 'washing out' the image. Start with 50% and then, like salt and pepper, adjust the amount to your taste. Finally the Size and Position settings also on the 'right click' menu gives you Lock settings you are after. So even though they've got yet another bug in this software. There is another way to get what you need done. I hope this helps. Oh, please do us a favor and send a bug report to the Microsoft programmers. All you have to do is use the Smiley control on Word's ribbon, click the what can be better option and tell them their Watermark right click menu isn't working correctly.
